Former Newcastle City Council member for Heaton Clare Penny-Evans has been recognised for her dedicated service to the city after being awarded the title of Honorary Alderman of the City of Newcastle upon Tyne.
Clare Penny-Evans was first elected to Newcastle City Council in a 2017 by-election, representing South Heaton before later serving the Heaton ward following boundary changes. During her time on the council, she served as Cabinet Member for Climate Change and Communities, helping to deliver lasting change for Newcastle and its residents.
Among her many achievements, Clare played a key role in securing the North East Community Forest and in Newcastle achieving White Ribbon City status. She is particularly proud of the work she and the council’s leadership carried out during the COVID-19 pandemic, especially the support provided to victims of domestic abuse.
Clare later served as Vice Chair of the Overview and Scrutiny Coordination Committee before being appointed Deputy Police and Crime Commissioner for Northumbria in 2024, building on her experience as Chair of the Safe Newcastle Board.
At last night’s meeting of Newcastle City Council, Clare was awarded the honorary title of Honorary Alderman in recognition of her dedicated service and contribution to the city and its residents.
Leader of the Newcastle Labour Group, Councillor Ged Bell, congratulated Clare on receiving the honour.

From championing climate action and safer communities to supporting some of the city’s most vulnerable people during the pandemic, her impact has been significant.
